Calgary Alliance Urges Council: No Repeal Without a Real Plan for Housing

With no replacement plan on the table, advocates warn repeal could stall housing progress and raise costs.

The Calgary Alliance for the Common Good is urging City Council not to repeal citywide rezoning (R-CG) without a clear replacement plan, as a public hearing on the issue is scheduled for March 23.

Council is currently considering reversing the rezoning policy, which allows for more duplexes, rowhouses, and secondary suites across residential areas. The Alliance warns that removing the policy without a viable alternative could slow housing development, put federal funding at risk, and undermine recent progress toward affordability.

“Calgary cannot afford to move backwards on housing,” said Kersi Bird, spokesperson for the Calgary Alliance For The Common Good. “If Council chooses to change course, it must do so responsibly. Repealing rezoning without a real plan risks slowing supply and undoing the progress we’re beginning to see.”

Calgary continues to face strong population growth while housing supply remains constrained. Early indicators following the rezoning policy show increased housing starts, expansion of small-scale developments, and signs of rental stabilization.

The Calgary Alliance is calling on Council to adopt a clear principle: No Repeal Without Replacement. The organization is also encouraging residents to contact their councillors, participate in the March 23 public hearing, and submit written feedback.

“Decisions like this shape the future of our city and speak volumes about the kind of community we want to be”, Bird added. “We need to ensure Calgary remains a place where people at all income levels can find a home.”
